اتحاد ثوار حلب ونقابات واتحادات حرة يطالبون بإعادة هيكلة غرفة المجتمع المدني
أصدر اتحاد ثوّار حلب ومعه نقابات واتحادات حرّة عديدة بياناً طالبوا فيه بإعادة هيكلة غرفة المجتمع المدني التي شكلها من قبل المبعوث الدولي دي مستورا.
وقد جاء في البيان أنه:
“بعد تشكيل غرفة المجتمع المدني والمجلس الاستشاري النسائي من قبل المبعوث الدولي دي مستورا، واعتبارهم ذات صفة استشارية، لتكون ممثلةً عن المجتمع المدني السوري، دون الأخذ بعين الاعتبار وجود منظمات مجتمع مدني من نقابات واتحادات نسائية وشبابية وتجمعات مدنية، ذات صفة وتمثيل لشرائح مختلفة من شرائح الشعب السوري”.
وجاء في البيان أيضاً:
“ما جرى في الاجتماع الأخير للغرفة والمجلس المذكورين من طرح لأفكار جديدة من قبل السيدة نجاة رشدي نائبة المبعوث الدولي “غير بيدرسون” يُعتبرُ خروجاً عن التكليف الرسمي للمبعوث الدولي المتمثل في تنفيذ القرار الدولي 2254 الخاص بسوريا وباقي القرارات الدولية ذات الصلة. لذلك فإننا نطالب بما يلي:
- توضيح حقيقة ما يجري في غرفة المجتمع المدني والمجلس الاستشاري النسائي وطريقة تشكيل غرفة المجتمع المدني والمجلس الاستشاري وتجاهل وجود منظمات مجتمع مدني … لشرائح مختلفة من شرائح الشعب السوري
- إعادة هيكلة الغرفة والمجلس المذكورين بما يتناسب مع التمثيل الحقيقي لملايين السوريين المقيمين في شمال غرب سوريا
- نعتبر هذا البيان رسالة احتجاج شديدة اللهجة لمكتب المبعوث الدولي عبر هيئة التفاوض السورية سيما وأن الجهات التي وقعت البيان قد شكلت لجنة متابعة مهمتها تنفيذ المطالب المذكورة في هذا البيان، ومتابعة النتائج مع هيئة التفاوض بشكل آني ومستمر، وتسليم هيئة التفاوض السورية نسخة عن هذه المطالب للعمل بمضمونها.
يأتي إصدار هذا البيان نتيجة مخالفات وتجاوزات مكتب الممثل الخاص للأمين العام للأمم المتحدة، حيث إن غرفة المجتمع المدني ينبغي أن تكون تعبيراً حقيقياً عن مكونات هذا المجتمع، وليس عملية خاصة، وهذا يتطلب إعادة هيكلة الغرفة بما يتناسب ووجود منظمات المجتمع المدني مثل نقابات المهن العلمية أو نقابات عمالية واتحادات شبابية ونسائية وحتى فلاحيّة، والنقابات الحرفية.
إن بيان اتحاد ثوار حلب ومن شارك في إصداره يجب أن يبلغ مسمعي الأمين العام للأمم المتحدة، وأن يراجع ممثله الخاص من حين إلى آخر لمعرفة فيما إذا كان هناك تجاوزات للمهمة المكلف بها ألا وهي تنفيذ القرار الدولي 2254.
